The non-isotropic U(1) lattice gauge model is extended to the system with a non-isotropic non-Abelian SU(2) gauge symmetry. Both U(1) and SU(2) systems are calculated to the third order in the variational-cumulant expansion approach. For the U(1) model a layer phase is reproduced in spatial-time dimensions d=4 where D=5, which is consistent to the earlier study by mean field approximation and Monte Carlo simulation. For the SU(2) system, a layer phase is found in dimensions d=5 while D=6. A general discussion on the existence of the layer phase is also reported.
